This is a brand new complete walnut wood steering wheel retaining ring kit. This is the correct ring for 1964, 1965, & 1966 Buick Riviera models. This is also correct for 1965 & 1966 Buick Wildcat models with the wood steering wheel. This is a complete kit, it includes the ring circled in red in the diagram. Everything in the 1st picture of the listing is included. This ring does not come with the horn bar parts being sold elsewhere because I had this ring made. An instruction sheet is also included (last picture). The 7th & 8th picture shows the new ring on the left versus an original on the right. The 9th picture shows the part number on the original.
